The humility in this literature matters too. NIOSH cautions that "at this point, researchers cannot recommend a single best design for work schedules," because hundreds of variations exist across shift duration, start times, and day-off sequencing. Fairness is not solved by a template. It is a design property you set deliberately and revise when it stops working. The fairness ledger: why weighted task rotation beats turn-taking

Industry guidance explicitly revises schedules to "avoid overdoing" maintenance, because over-maintenance is itself a documented failure mode.
